Ninh Binh Province is studying the feasibility of developing an airport, with a projected capacity of welcoming 4.5 million passengers by 2030.
This is a key infrastructure project aimed at expanding the economic, tourism, and trade development space of the southern Red River Delta region, while also helping to ease pressure on airports in the Hanoi area.

According to the consulting unit, Ninh Binh Airport will serve a wide catchment area. The facility is forecast to handle approximately 4.5 million passengers by 2030 and reach 10 million passengers by 2050. The project will not only support economic and tourism development but also play an important role in ensuring regional defense and security.
Mr. Pham Quang Ngoc, Chairman of the Ninh Binh Provincial People’s Committee, stated that the investment project to build an international airport in Ninh Binh is one of the province’s key infrastructure orientations, aligned with the national airport system master plan for the 2021–2030 period, with a vision toward 2050.
According to the proposal submitted to the Ministry of Construction, the international airport is expected to be located in Liem Tuyen Ward, with relatively convenient connections to major transportation hubs in the region.
In terms of scale, the airport is planned to meet ICAO 4E standards, featuring two dependent parallel runways. The total planned area is approximately 720 hectares.
The initial design capacity is about 10 million passengers per year, with land reserves set aside for future expansion to meet development needs in subsequent phases.
Once established, the international airport in Ninh Binh is expected to promote regional and interregional connectivity, effectively leverage the province’s heritage, cultural, and spiritual tourism potential, and create additional employment and livelihood opportunities for local residents.
